Abstract

Purpose

Black Canadians have a historically tenuous relationship with the police. Negative perceptions of the police held by Black people have traditionally resulted from high levels of police contact and perceived negative treatment during these encounters. Well-publicized instances of police violence involving Black civilians have also fostered hostility and mistrust of the police, often resulting in social unrest. Recently, in the wake of George Floyd's death at the hands of American police, people across Canada rallied in support of the Black Lives Matter social movement and calls to defund the police entered mainstream political consciousness. At the same time, police leaders have vehemently argued that racial bias within Canadian policing has been greatly reduced as the result of various reform efforts.

Design/methodology/approach

This paper explores the police racism debate in Canada through an analysis of three waves of survey data collected between 1994 and 2019.

Findings

Despite well-publicized reform efforts, the authors' findings demonstrate that little has changed over the past 25 years. Black people still report much higher rates of police stop and search activity than people from other racial backgrounds. Furthermore, racial disparities in negative police contact remain strongly significant after controlling for other theoretically relevant factors, including self-reported deviance and community crime levels. Finally, reflecting their negative experiences, most Black people still perceive Canadian law enforcement as racially biased. Nonetheless, the data do reveal one significant change: the proportion of white people who perceive police discrimination against Black people has increased dramatically over this same time period. The paper concludes by discussing the prospects of meaningful reform in light of the current findings.

Originality/value

This paper contributes to the literature on race and policing through an examination of 25 years of survey data across three waves of collection.

Abstract

PurposeThis chapter explores how select “evidence-based” police scholars act as gatekeepers to research opportunities, in Canada, thus impeding critical research that pertains to Black communities.

Methodology/ApproachUsing the critical race method of counter-storytelling, the following narrative demonstrates how race and racism may play a role in the collection and dissemination of research that examines racial bias in Canadian policing. This methodology aims to refute the notion of critical objectivity, which is often used to promote the principles of evidence-based policing (EBP).

FindingsFindings suggest that through various powers and levels within both the policing and academic community, a select number of scholars have influence over Canadian policing research that explores racial bias and discrimination. As such, research that may help to develop effective and efficient policing programs to address racial bias, is thwarted.

OriginalityNo Canadian study explores anti-racist training programs or evaluates their effectiveness. This chapter demonstrates that this may be the result of gatekeeping. The following chapter provides insight into how this is done within EBP circles.

Long before calories and joules were used to indicate energy values in relation to food, popular belief had it that some foods could increase man's output of labour, his physical strength and endurance, even his fertility. The nature of the foods varied over the years. From earliest times, flesh foods have inspired men to “gird their loins” and “put on armour”, but too long at the feasting tables produced sloth of body and spirit. Hunger sharpens the wit, which makes one wonder if that oft‐quoted statement of poverty and hunger before the Great War—“children too hungry learn”—was quite true; it is now so long ago for most of us to remember. Thetruism “An army marches on its stomach” related to food in general and relating feats of strength to individual foods is something more difficult to prove. The brawny Scot owes little to his porridge; the toiling Irish labourer moves mountains of earth, not from the beef steaks he claims to consume, but for the size of the pay‐packet at the end of the week!

Abstract

EVERY librarian in his inmost heart dislikes newspapers. He regards them as bad literature; attractors of undesirable readers; a drain upon the limited resources of the library; and a target against which the detractors of public libraries are constantly battering. From the standpoint of the librarian, newspapers are the most expensive and least productive articles stocked by a library, and their lavish provision is, perhaps, the most costly method of purchasing waste‐paper ever devised. Pressure of circumstances and local conditions combine, however, to muzzle the average librarian, and the consequence is that a perfectly honest and outspoken discussion of the newspaper question is very rarely seen. In these circumstances, an attempt to marshal the arguments for and against the newspaper, together with some account of a successful practical experiment at limitation, may prove interesting to readers of this magazine.

SEPTEMBER is the month when, Summer being irrevocably over, our minds turn to library activities for the winter. At the time of writing the international situation is however so uncertain that few have the power to concentrate on schemes or on any work other than that of the moment. There is an immediate placidity which may be deceptive, and this is superficial even so far as libraries are concerned. In almost every town members of library staffs are pledged to the hilt to various forms of national service—A.R.P. being the main occupation of senior men and Territorial and other military services occupying the younger. We know of librarians who have been ear‐marked as food‐controllers, fuel controllers, zone controllers of communication centres and one, grimly enough, is to be registrar of civilian deaths. Then every town is doing something to preserve its library treasures, we hope. In this connexion the valuable little ninepenny pamphlet issued by the British Museum on libraries and museums in war should be studied. In most libraries the destruction of the stock would not be disastrous in any extreme way. We do not deny that it would be rather costly in labour and time to build it up again. There would, however, be great loss if all the Local Collections were to disappear and if the accession books and catalogues were destroyed.

Abstract

Those who move among the people with their eyes open will not doubt that the number of non‐smokers is increasing, but mostly among older adults. Sales of cigarettes, despite the ban on advertising and the grim warning printed on packets, do not reflect this however, which can only mean that those who still smoke are the heavy smokers. This is a bad sign; as is the fact that youngsters, including a high percentage of those at school, openly flaunt the habit. The offence of using tobacco or any other smoking mixture or snuff while handling food or in any food room in which there is open food (Reg. 10(e)), remains one of the common causes of prosecutions under the Food Hygiene Regulations; it has not diminished over the years. The commonest offenders are men and especially those in the butchery trade, fishmongers and stall‐holders, but, here again, to those who move around, the habit seems fairely widespread. Parts of cigarettes continue to be a common finding especially in bread and flour confectionery, but also in fresh meat, indicating that an offence has been committed, and only a few of the offenders end up in court. Our purpose in returning to the subject of smoking, however, is not to relate it to food hygiene but to discuss measures of control being suggested by the Government now that advertising bans and printed health warnings have patently failed to achieve their object.

Abstract

Ministry of Health, Whitehall, S.W.1. 31st July, 1925. SIR, I am directed by the Minister of Health to draw the attention of the Council to the Milk and Dairies (Consolidation) Act, 1915, which will come into operation on the 1st September, 1925. Section 21 (1) of the Act provided that it should come into operation on such date, not being later than the expiration of one year after the termination of the war, as the Local Government Board might by order appoint. Section 1 of the Milk and Dairies (Amendment) Act, 1922, enacted that the 1915 Act, notwithstanding anything contained therein, should not come into operation before the 1st September, 1925. Although it was the evident intention of the 1922 Act that the 1915 Act should come into operation on the date mentioned, the Minister is advised that it is not certain that this is effected automatically by the Act itself. He has therefore deemed it advisable, in order to remove any possible doubt, to make an Order formally appointing the 1st September, 1925, as the date of commencement of the Act.
